பிலிப்பைன்ஸில் சமர் தீவு இருக்கிறது. இது பிலிப்பைன்ஸ் தலைநகர் மணிலாவில் இருந்து தென் கிழக்கே 600 கிலோ மீட்டர் தூரத்தில் இருக்கிறது . சமர் தீவை ‘ஹையான்’ எனும் புயல் நெருங்கி வந்து தாக்கும் என நம்பப்பட்டு வந்தது.
இந்நிலையில் ஹையான் சூறாவளி புயல் பிலிப்பைன்ஸ் நேரப்படி இன்று அதிகாலை 4.40 மணியளவில் (இந்திய நேரம் நேற்று இரவு 8.40-க்கு) கடுமையாக தாக்கியது.
இதனால் மணிக்கு சுமார் 185 கிலோ மீட்டர் கடுமையான வேகத்தில் சூறைக்காற்றுடன் மழை கொட்டியது. சாலைகளில் வெள்ளம் பெருக்கெடுத்து ஓடியது. தாழ்வான வீடுகளுக்குள் மழை நீர் புகுந்தது.
புயலால் மின்சாரம் மற்றும் தகவல் தொடர்பு ஆகியவை துண்டிக்கப்பட்டது. மேலும் தொலைபேசி மற்றும் செல்போன்கள் இயங்கவில்லை. சமர் தீவில் இருந்து சுமார் 12 லட்சத்திற்கும் மேல் மக்கள் புயல் பாதித்த பகுதிகளில் இருந்து வெளியேற்றப்பட்டு பாதுகாப்பான இடங்களில் தங்க வைக்கப்பட்டுள்ளனர்.
புயல் காரணமாக விமான போக்குவரத்து, கப்பல் மற்றும் படகு போக்குவரத்து ஆகியவை ரத்து செய்யப்பட்டுள்ளது. அதனால் விமான நிலையம் மற்றும் துறைமுகங்களில் சுமார் 5000 பேர் சிக்கி கொண்டனர்.
ஹையான் சூறாவளி புயல் தாக்குதலில் சமர் தீவு வடக்கு லூஷான் பகுதியில் கடுமையான பாதிப்பை உண்டாக்கியுள்ளது. கடந்த 2011–ம் ஆண்டில் இங்கு தான்கடுமையான புயல் ஒன்று தாக்கியது. கடந்த மாதம் 7.1 ரிக்டரில் நில அதிர்வு ஏற்பட்டது. இதில் 222 பேர் பலியானார்கள். பல வரலாற்று சிறப்புமிக்க கிறிஸ்தவ தேவாலயங்களும், பாலங்களும் இடிந்தன. சாலைகள் சேதமடைந்தன.
மீட்பு நடவடிக்கை மேற்கொள்ள புயல் தாக்கிய பகுதிகளில் பிலிப்பைன்ஸ் அதிபர் பெனிக்னேர் அகினோ உத்தரவிட்டுள்ளார்.

The Philippine disaster relief agency said at least 3 people have been killed and more than half a million displaced as the most powerful cyclone in three decades battered the archipelago. Typhoon Haiyan, packing maximum winds of 235 kph and gusts of up to 275 kph, made landfall at five locations, according to the weather bureau. Eduardo Del Rosario, head of the national disaster relief agency, said 687,000 people have been evacuated from homes in coastal communities and areas prone to floods or landslides in 22 provinces. Schools, businesses and government offices were closed in the affected areas, while air and sea travel was cancelled, leaving nearly 3,000 passengers stranded, the agency said. At least 12 airports in the Philippines were closed, the civil aviation authority said, while several power plants tripped overnight, cutting off the supply of electricity to the eastern and central provinces. In many of the affected areas, toppled trees blocked roads, windows of some buildings shattered, and houses made from light materials were damaged by Haiyan’s fierce winds. Haiyan, which brought rains to as far as Manila and nearby northern provinces, was stronger than typhoon Bopha that left more than 1,800 people dead or missing in the southern region of Mindanao in 2012. Meteorologists said Haiyan is the largest typhoon in the world since typhoon Tip in October 1979, which killed nearly 100 people in Japan and Guam.
