இந்தியாவின் அதிகப்படியான சிறைவாசிகளைக் கோண்ட மாநிலம் உத்திரப்பிரதேசம் ஆகும். சிறையில் உள்ள 81.027 கைதிகளில் 60 சதவீதத்தினர் குற்றவாளிகள் என்று தீர்ப்பளிக்கப்படாதவர்கள் என்ற அடிர்ச்சிதரும் தகவல் வெளியாகியுள்ளது. உத்திரப்பிரதேச சிறைகளில் இருக்கும் கைதிகள் எண்ணிக்கை 81,027 ஆனால் சிறைகளின் மொத்த கொள்திறனே 48,298தான். மேலும் இதில் 55,460 பேர் விசாரணைக் கதிகள்! அதாவது வெறும் விசாரணை என்ற பெயரில் சிறையில் அதிககாலம் பலர் உள்ளனர். காஜிபூர் சிறையில் உள்ள 594 கைதிகளில் 532 பேர் விசாரணைக் கைதிகள். மாவ் என்ற சிறையில் 494 கைதிகளில் 402 பேர் விசாரணைக் கைதிகள். பல்ராம்பூர் சிறையில் 284 கைதிகளில் 243 பேர் விசாரணைக் கைதிகள். இதுதவிர நைனி, வார்னாசி, ஃபதேகர், பரேலி, மற்றும் ஆக்ரா சிறைகளில் 7,757 கைதிகளையே அடக்க முடியும். ஆனால் இந்த 5 சிறைகளில் அடைக்கப்பட்டுள்ளவர்கள் எண்ணிக்கையோ 12,452. இதில் 2,256 கைதிகள் விசாரணை என்று அடைக்கப்பட்டுள்ளவர்கள். சிறு சிறு குற்றங்களுக்கு விசாரணை என்ற பெயரில் பிடித்துச் செல்லப்பட்டவர்கள் விதிமுறைகளை மீறி அங்கு அதிக நாட்கள் சிறைத் தண்டனை அனுபவித்து வருகின்றனர்.

The jails of India’s most populous state Uttar Pradesh is increasingly becoming a clear case of human rights violation as the number of prisoners lodged in the jails are almost twice the number of prisoners presently in these prisons. Shockingly, about 60 % of these people are not convicted for the crime they are accused of and their cases are subjudice. As per reports, 81,027 prisoners are lodged in UP jails whereas the total capacity is 48,298 prisoners. Out of the total 81,027 prisoners lodged in the various jails of the state, 55,460 are undertrial prisoners. The district jail in Ghazipur has 532 undertrial prisoners out of the total 594 prisoners that it lodges. Mau jail has 402 undertrials out of 494 prisoners. Balrampur jail has 284 prisoners, out of which 243 are undertrials. The disturbing reality came to light when an RTI activist sought information on this matter. The central prisons at Naini, Varanasi, Fatehgarh, Bareilly and Agra have a capacity to house 7,757 prisoners. But, 12,452 prisoners are lodged in the five central jails, and 2,256 are undertrial prisoners. “Somebody certainly has to highlight this, especially for poor people. In many of the cases, undertrials might have overstayed the jail term for their petty offences,” said former UP DGP Prakash Singh told TOI. As per the PIL filed in Supreme Court in 2013, around 64 % prisoners in the country are undertrials. The apex court in March had sought centre’s response on the same.
