ஆகஸ்ட் 25, 2013: திருவனந்தபுரம்: கேரளாவில் மலையாளம் தெரிந்தால் மட்டுமே அரசு வேலை என்று அம்மாநில முதல்வர் உம்மன் சாண்டி தெரிவித்துள்ளார். கேரளாவில் உம்மன் சாண்டி முதல்வராக பதவியேற்றதும் மலையாளம் தெரிந்தவர்களுக்கு மட்டுமே அரசு வேலை வழங்கப்படும் என்ற உத்தரவு பிறப்பிக்கப்பட்டது. இதற்கு கேரளாவில் வாழும் தமிழ் மற்றும் கன்னடம் பேசும் சிறுபான்மையின மக்கள் கடும் எதிர்ப்பு தெரிவித்தனர். இதையடுத்து அந்த உத்தரவு கிடப்பில் போடப்பட்டது. இந்நிலையில் மலையாளம் தெரிந்தவர்களுக்கு மட்டுமே அரசு வேலை வழங்க வேண்டும் என்ற உத்தரவை உடனே அமல்படுத்தக் கோரி சில மலையாள அமைப்புகள் அரசை தொடர்ந்து வலியுறுத்தி வந்தன. இந்நிலையில் மலப்புரத்தில் நடந்த நிகழ்ச்சி ஒன்றில் கேரள முதல்வர் உம்மன் சாண்டி கலந்து கொண்டார். அப்போது அவரிடம் செய்தியாளர்கள் மலையாளம் தெரிந்தால் மட்டுமே அரசு வேலை என்ற உத்தரவு பற்றி கேட்டனர். அதற்கு அவர் கூறுகையில், கேரளாவில் அரசு வேலையில் இருக்க வேண்டுமானால் அவர்களுக்கு நிச்சயம் மலையாளம் தெரிந்திருக்க வேண்டும். இதில் எந்தவித மாற்றமும் இல்லை. காங்கிரஸ் கூட்டணி அரசின் இந்த முடிவு துறை ரீதியான நடவடிக்கைக்குப் பிறகு இது தொடர்பான ஆவணம் அரசு தேர்வாணையத்திற்கு அனுப்பி வைக்கப்பட்டு தேர்வாணயமும் அனுமதி அளித்துவிட்டது. அதனால் இந்த உத்தரவில் மாற்றம் இல்லை என்றார்.

Malayalam compulsory for govt jobs

THIRUVANANTHAPURAM: The state has decided to make Malayalam compulsory for a permanent government job. A new condition is brought that those in the English medium will have to prove their skill in Malayalam during  their probation time.  The government has asked the PSC whether a special exam could be conducted for it. The PSC meet to be convened here tomorrow will consider the government’s directive. Malayalam is made compulsory for government jobs like other states making compulsory their language for those from the civil service.

Minister for Cultural Affairs K.C. Joseph has said that the State government does not intend to roll back its decision to make proficiency in Malayalam compulsory for government jobs. He also dismissed media reports that the Cabinet planned to go back on its decision in this regard. At a press conference here on Thursday, Mr. Joseph said the final decision was deferred by the State Cabinet to enable adequate discussions with linguistic minorities to allay their concerns. He said the United Democratic Front (UDF) government had taken the lead in making language proficiency mandatory. The proposal was first put forth as part of its 100-day action programme. There was no need to question the commitment of the government towards the proposal, he said. He said that the linguistic minorities of Idukki and Kasaragod had raised concerns over the move and the issue had come up for discussion at the Assembly. The Chief Minister had then provided an assurance that a final decision would be adopted only after addressing all such apprehensions. The item had been removed from the agenda of the previous Cabinet meeting to facilitate the exercise, Mr. Joseph said. He said steps towards implementing the move had been initiated by the Personnel and Administrative Reforms (Official Language) Department. The department had put forth the directive that candidates entering government services who were inept in language must pass the eligibility test equivalent to SSLC Malayalam examination within their probation period. The directive has been endorsed by the Education Department and the Kerala Public Service Commission. Measures were also made for its inclusion in the Kerala State and Subordinate Service Rules. However, such measures would be implemented only after holding discussions with the sections concerned, Mr. Joseph said.

Chief Minister Oommen Chandy said on Friday that the state would make Malayalam compulsory for obtaining job in  government service. “The government will take a final decision on this after taking into consideration the difficulties of the language minorities. We will introduce the system once the issues concerning language minorities are solved. The file was given PSC approval,” he told reporters on Friday. Meanwhile, Chandy said that it was the responsibility of the investigating officers to appeal against the bails granted to Tenni Joppan and Shalu Menon.  The CM said that the LDF was not ready to discuss the issues.  However, the government would not entertain any demands raised with any political motive, he said.
