Kerala planned new Pambar : T N government moved to the Supreme Court seeking directions to restrain Kerala from proceeding with the construction of a dam with a storage capacity of two tmcft across river Pambar at Pattissery in Idukki district.

புதுடெல்லி: கேரளா அரசின் பாம்பாற்றின் குறுக்கே அணை கட்டும் திட்டத்திற்கு தடை விதிக்க வேண்டும் என கோரி உச்ச நீதிமன்றத்தில் தமிழ்நாடு அரசு மனு ஒன்றை தாக்கல் செய்துள்ளது. திருப்பூர் மாவட்டம், உடுமலைப்பேட்டை வட்டத்தில் இருக்கும் அமராவதி அணை 1958-ம் ஆண்டு கட்டப்பட்டு முடிக்கப்பட்டது. அமராவதி அணையின் மூலம் கரூர், திருப்பூர் மாவட்டங்களில் உள்ள சுமார் 60 ஆயிரம் ஏக்கர் விவசாய நிலம் பாசனம் பெறுகிறது. மேலும் 26க்கும் கூடுதலான கூட்டுக் குடிதண்ணீர் திட்டங்களுக்கும் பயனாக விளங்குகிறது. தேனாறு, பாம்பாறு, சின்னாறு ஆகிய நதிகளின் மூலமாக அமராவதி அணைக்கு தண்ணீர் வருகிறது. இந்த நிலையில், தமிழ்நாடு கேரள எல்லையில் உள்ள பட்டிசேரி எனும் இடத்தில் ரூ26 கோடி செலவில் பாம்பாற்றில் புதிய அணை ஒன்றை கட்டுவதற்கு கேரள அரசு திட்டம் தீட்டி கடந்த 3-ஆம் தேதி அதற்கு அடிக்கல் நாட்டு விழாவும் நடைபெற்றுள்ளது.

இந்த தடுப்பு அணை கட்டபடுமேயானால் தற்சமயம் அமராவதி அணைக்கு வரும் தண்ணீரில் 24 டி.எம்.சி. மேற்பட்ட அளவுக்கு பாதிப்படையும். காவிரி நடுவர் மன்றத்தில், காவிரியின் கிளை நதியான அமராவதியும் கட்டப்பட்டு இருப்பதால் காவிரி ஆணையத்தின் தீர்ப்பை எதிர்த்து உச்சநீதிமன்றத்தில் தமிழ்நாடு அரசும், கேரள அரசும் மேல்முறையீடு செய்துள்ள நிலையினில், காவிரி ஆணையம், சுற்றுச்சூழல்துறை, நீர்வளம், மின்சாரத்துறை ஆகிய அமைப்புகளின் ஒப்புதலை பெறாமலேயே அணையைக் கட்ட முடிவு செய்துள்ளது சட்டவிரோதமான செயலாகும்.

கேரள அரஸின் இந்தப் புதிய அணை கட்டும் திட்டத்தால் கரூர் மற்றும் திருப்பூர் மாவட்டங்களில் 60 ஆயிரம் ஏக்கர் பாசனப் பகுதி பாதிக்கப்படுவதுடன், பெரும்பகுதி நிலங்கள் பாலைவனமாகும் சூழ்நிலையும் ஏற்படக்கூடிய வாய்ப்பு இருக்கிறது. மேலும் அமராவதி கூட்டுறவு சர்க்கரை ஆலையையும் இழுத்து மூட வேண்டிய சூழ் நிலை உண்டாகும்.

இந்த நிலையில், கேரளா அரஸின், இந்த அணை கட்டும் திட்டத்தை நிறுத்தி அதை கட்டத் தடை விதிக்கக்கோரி தமிழ்நாடு அரசு உச்ச நீதிமன்றத்தில் வழக்கு தொடர்ந்துள்ளது. தமிழ்நாடு அரசு தாக்கல் செய்துள்ள மனுவில் கூறியிருப்பதாவது:

பாம்பாற்றின் குறுக்கில் கேரள அரசு அணைகட்டும் நடவடிக்கையில் இறங்கியுள்ளது. இந்த அணை கட்டப்படுமானால் தமிழ்நாட்டில் அமராவதி அணையை நம்பியுள்ள திருப்பூர் மற்றும் கரூர் உள்ளிட்ட மாவட்டங்கள் மிகவும் பாதிக்கப்படும். விவசாயம் மட்டுமல்லாமல் குடிநீர் தட்டுப்பாடும் ஏற்படும். காவிரி நதிநீர் தொடர்பான வழக்கு உச்ச நீதிமன்றத்தில் நிலுவையில் இருக்கும் நிலையில், காவிரியுடன் தொடர்புடைய அனைத்து நதிகளும் தற்சமயம் உள்ள நிலையிலேயே இருக்க வேண்டும். ஆகவே, கேரள அரசு பாம்பாற்றின் குறுக்கில் அணை கட்டத் தடை விதித்து ஆணையிட வேண்டும். இவ்வாறு மனுவில் கூறப்பட்டுள்ளது. இந்த மனு விரைவில் விசாரணைக்கு வரவுள்ளது.

CHENNAI: The Tamil Nadu government on Friday moved the Supreme Court seeking directions to restrain Kerala from proceeding with the construction of a dam with a storage capacity of two tmcft across river Pambar at Pattissery in Idukki district. Pambar is a tributary of river Amaravathy, which in turn flows into Cauvery.

In the petition, Tamil Nadu has sought directions to Kerala to maintain status quo and not to proceed with the execution of any project which are not in consonance with the final award of the Cauvery Water Disputes Tribunal pending disposal of the Civil Appeals and the constitution of the Cauvery Management Board. The capacity of the proposed dam is reported to be two tmc ft., while the total utilisation is likely to be more than the allocation made by the Tribunal. Tamil Nadu said though all the party States are bound to give effect to the final award of the Tribunal in letter and spirit, the State of Kerala is unilaterally proceeding with projects in violation of the final award.

The petition pointed out that Tamil Nadu had filed an application before the apex court with regard to the Banasurasagar Irrigation Project taken up by Kerala seeking relief, inter-alia that Kerala should not be permitted to take up the said project and it should not resort to any westward diversion of waters to the Kakkayam/Kuttiyadi reservoir for power generation, which is not permitted in the final award.

The petition further said the project would affect the flow of the river Cauvery considerably and would severely affect the irrigation in Tamil Nadu. However, in spite of the letters to the Ministry of Water Resources, State of Kerala and the Prime Minister, the Centre has not issued any instructions to Kerala not to proceed with the projects not contemplated in the final award. Despite the request made by TN, Kerala had not yet furnished full information about the projects in the Pambar sub-basin, TN contended.

Tamil Nadu Chief Secretary Mohan Verghese Chunkath has conveyed the state government’s displeasure to Kerala over the unwanted incidents at Mullaiperiyar dam on November 25 when Tamil Nadu Water Resources Department officials were prevented from discharging their day-to-day work related to the maintenance of the dam.
