‘World Day Against Child Labour’ today
சர்வதேச தொழிலாளர் அமைப்பு கடந்த 2001-ஆம் ஆண்டு ஜூன் 12-ஆம் தேதி அபாயகரமான தொழிலில் ஈடுபடுத்தப்படும் குழந்தைகளைக் காப்பதற்காக ஒரு சாசனம் இயற்றியது. இந்த நாளே சர்வதேச குழந்தை தொழிலாளர்கள் எதிர்ப்பு தினமாக அனசரிக்கப்பட்டு வருகிறது.
இந்தியாவில் 12.6 மில்லியன் குழந்தை தொழிலாளர்கள் உள்ளனர் என்று சர்வதேச மக்கள் தொகை கணக்கெடுப்பு தெரிவித்துள்ளது. இதில் தமிழகத்தில் மட்டும் ஒரு லட்சத்திற்கும் அதிகமானோர் குழந்தை தொழிலாளர்களாக உள்ளனர் என்று கணக்கெடுப்பு கூறுகிறது. 5 வயது முதல் 14 வயது வரை உள்ள குழந்தைகளே குழந்தை தொழிலாளர்களாக கருதப்படுகின்றனர். குழந்தை தொழிலாளர்கள் முறையை ஒழிப்பதற்கு பல்வேறு நடவடிக்கைகள் எடுக்கப்பட்டாலும் இன்றளவும் அது முற்றிலுமாகத் தடுக்கப்படவில்லை என்று கூறுகிறார்கள் சமூக ஆர்வலர்கள்.
விவசாயம், செங்கல் சூளை, குவாரிகள், பட்டறைகள், உணவு விடுதிகள் போன்றவற்றில் குழந்தைகள் பணியில் ஈடுபடுத்தப்படுகிறார்கள். மேலும் வெளிமாநிலங்களில் இருந்து இதற்காக குழந்தைகள் கடத்தி வரப்படுவதாகவும் அவர்கள் பிச்சை எடுக்க வைக்கப்படுவதாகவும் கூறுகிறார்கள் குழந்தை தொழிலாளர்களை மீட்கும் தன்னார்வ தொண்டு நிறுவனங்களைச் சேர்ந்தவர்கள்.
குழந்தை தொழிலாளர்கள் தடுப்பு மற்றும் முறைபடுத்துதல் சட்டம் 1986-ன் படி 5 வயது முதல் 14 வயது குழந்தைகளை வேலைக்கு அமர்த்துவோருக்கு 20 ஆயிரம் ரூபாய் வரை அபராதமும் 3 மாதங்கள் சிறைதண்டனையும் விதிக்கப்படும். மேலும் அரசு ஊழியர்கள் குழந்தைகளை பணி அமர்த்தினால் அவர்கள் மீது கடுமையான நடவடிக்கை எடுக்கப்படும் என்கின்றனர் குழந்தை தொழிலாளர் எதிர்ப்பாளர்கள்.
1098 என்ற எண்ணில் புகார் கூறலாம்
5 வயது முதல் 14 வயது குழந்தைகள் கொத்தடிமைகளாகவோ தொழிலாளர்களாகவோ நடத்தப்படுவதை கண்டால் பொதுமக்கள் உடனடியாக 1098 என்ற இலவச எண்ணுக்கு தொடர்பு கொண்டு புகார் தெரிவிக்கலாம் என்று குழந்தைகள் நல அமைப்புகள் தெரிவித்துள்ளன. மீட்கப்படும் குழந்தைகள், குழந்தைகள் நல குழு மூலம் பாதுகாக்கப்பட்டு அரசு காப்பகங்கள் மற்றும் தொண்டு நிறுவனங்களிடம் ஒப்படைக்கப்படுகின்றனர்.
‘World Day Against Child Labour’ today
The Ministry of Employment and Labour Relations in partnership with Child Labour Units has celebrated this year Children’s Day of the 2014 World Day against Child Labour under the theme ‘’ combating Child Labour in Ghana through effective social protection. Mr Stephen McClelland, a representative of international Labour Organisation (ILO) and Chief Technical Advisor, said the latest ILO global child labour estimates, released in September 2013, indicated that the number of child labourers had declined by one third since 2000, from 246 million to 168 million. He added that ILO had adopted a new recommendation (No. 22) that called for countries to put in place their national social protection plans that ensured at least essential healthcare and basic income security throughout people’s lives. Mr McClelland explained that social protection aimed at providing support to poor families, and assistance to help them to weather various shocks. He said social protection had an instrument which helped in combating child labour including cash and in- kind transferred programmes. These he noted that would enhance income security for families and facilitate access to education and healthcare. In his address, the out-going Deputy Minister for Employment and Labour Relations, Hon Antwi Bosiako-Sekyere added that these events would provide a platform to highlight the plight of victims of child labour, especially those in the worst forms of child labour and also, stimulate the commitment of all partners to put in place measures to eradicate all forms of child labour. He said Children were the potential human resources base on every nation and therefore, it was imperative to protect and preserve them for the future. Hon Antwi Bosiako stated that policies and several social protection interventions had been put in place to improve the welfare of Children and their families in the form of free text books and school uniforms, Capitation Grants, School Feeding Programme at the basic levels and livelihood support such as the Livelihood Empowerment Against Poverty (LEAP). According to him, this year’s World Day Against Child Labour had drawn the attention to the significance of social protection in keeping children out of child labour and removing them from it. He added that by protecting children and their families, social protection helped to give all children an equal opportunity to fulfil their potentials and live healthy, happy and productive lives.
